The application window for the Homeowner Assistance Program opens on Friday, February 14, 2025, at 8:00 a.m. and closes on March 14, 2025, at 4:00 p.m. EST.

What You Need to Know

  • Applications will be accepted from February 14, 2025, at 8:00 a.m. through March 14, 2025, at 4:00 p.m. EST.
  • Applications submitted outside of the application window time frame will not be accepted.
  • Applications will not be accepted on a first come first serve basis.
  • A limited number of grants will be awarded. Interested applicants are encouraged to review the eligibility requirements and priority criteria for applicants listed below.
  • Applications must be submitted through the HOME Allegheny online portal. New applicants must register for an account within the portal.
  • Application to the program does not guarantee a grant award.
  • Grants are awarded with a 10-year deed restriction covenant.

Funding Uses

This program provides grants, with a deed restriction, that may be used to:

  • Bring homes into compliance with City of Pittsburgh codes
  • Complete eligible general property improvements
  • Undertake energy efficiency improvements

Eligibility

Requirements

Applicants must meet the following requirements to be eligible to apply for this program:

  • Must live within the City of Pittsburgh
  • Must be improving a residential owner-occupied property
  • Must not exceed 80% of the Area Median Income.
  • Must own and reside at the property that will be improved
  • Must not have any outstanding City, School, and County real estate taxes, or who are on a payment plan for at least six months
  • Must have a current homeowners insurance policy for the property

Priority Applicants

Homeowners with one or more criteria are encouraged to apply.

  • Households with major City code violations
  • Households with children ages 5 and under
  • Households with seniors (66 years and older)
  • Households with individuals or veterans with disabilities
  • Households with income at or below 30% of the Area Median Income

How to Apply

Complete the online application.

  • Applications are available online and can be accessed on the HOME Allegheny platform.
  • Fill out basic information in the online application and click submit.
  • Documents to confirm eligibility will only be requested if your application is selected.
  • You do not need to submit documents with your initial application to be considered.

Documents Needed

The following will be requested after applications are selected.

  • Proof of a homeowners insurance policy
  • Proof of income for all household members, including:
  • Copies of the two most recent pay stubs for each earner in the household.
  • Copies of most recent Income Tax Return(s).
  • If a household member is unemployed, please submit verification such as their latest tax return or an IRS non-filing letter.

The Application Process

  1. Apply online at: Home Allegheny Repair Programs.
  2. Read the FAQ for more information about eligibility, funding uses, and the application.
  3. If you are eligible and selected for a home inspection, someone from ACTION-Housing will contact you to schedule it.
  4. An ACTION-Housing inspector will visit your home to determine if the repairs qualify for funding.
  5. If the inspector approves the repairs, we’ll connect you with a contractor certified by the URA or Action Housing agencies to do the work.

Additional support is available in person at the Housing Stabilization Center, located at 415 Seventh Avenue, Pittsburgh, PA 15219. The center operates Monday – Thursday from 9:30 AM – 4:30 PM and closed on Fridays.
