Allegheny County Accessibility ProgramAllegheny County residents at 80% of the Area Median Income with permanent disabilities can apply for home accessibility modifications.

Individual Development Account (IDA) Program – receive up to $2,000 in matching funds towards qualified purchases when you save through the IDA.

Pre-purchase CounselingLearn the ins and outs of what it takes to purchase a home. Meet with a counselor, or take advantage of an online option: Framework®. Framework is the only online homebuyer course designed by experts in online learning. Homeowners Energy Efficiency Loan Program (HEELP)Receive up to $10,000 at a 1% fixed rate for home energy efficiency modifications, including roof repairs and window and door replacements.

Purchasing a home may be one of the biggest decisions you will ever make, and navigating today's housing market can seem impossible. Homeownership education is the single most effective tool for achieving successful homeownership. Informed homebuyers are successful homeowners. That is why ACTION-Housing now offers two options for education, our free personal counseling sessions, and a new online option.

The first time home buyers program assists potential homeowners in the home buying process through credit repair, education, and document review.  The housing adviser will walk you through the steps to buying a house, how to buy a house with bad credit, and how to pre-qualify for a mortgage.  Pre-purchase advising is especially vital in this economy.  Borrowers who complete counseling are 40% more likely to avoid 60-day delinquency than equivalent borrowers who do not participate in counseling.  Assistance is offered through every step of the home buying process.  At the first appointment, a credit report is reviewed and an action plan is developed.  Credit repair issues are addressed.  A savings plan is developed.  Once a person is ready to buy a house, the housing adviser acts as a neutral third party who can help review the mortgage documents in preparation for closing on a loan.  There is no income requirement for participation in the program.

ACTION-Housing is a HUD-approved counseling agency and our pre-purchase counsel advisers are certified by the NeighborWorks Center for Home ownership Education and Counseling (NCHEC) as well as the Pennsylvania Housing Finance Agency (PHFA).

Weatherization Assistance Program: A free program for income qualified individuals to significantly improve the energy efficiency and comfort of their home.

ACTION-Housing operates the Weatherization Assistance Program for the City of Pittsburgh, Allegheny, Washington, and Greene counties. The Weatherization Assistance Program is a federally-funded program that provides eligible homeowners and renters with free-of-charge weatherization services, which refers to the process of reducing the amount of air infiltration into and out of the home. This process should improve energy efficiency, reduce heating and electric bills, and make the home a more comfortable place to live. In 2011, we spent over $10 million to weatherize 1,990 households. No liens or encumbrances are ever placed against the property.

To be eligible for the program, you must:

  • Meet certain income eligibility requirements (see table below)
  • Live in a City of Pittsburgh Ward, Allegheny County, or Washington or Greene counties.
  • Have lived in your home for three months and be able to provide us with three months of utility bills.
  • If you do not own your home, you must have the approval of the home owner to seek weatherization services.
  • Complete the entire weatherization application.
  • Be willing to allow us to perform our services on the property as we deem necessary.
